The default fscrypt policy flags implied for legacy fscrypt-encrypted nodes in Fxfs: 16-byte
filename padding (PAD_16).
Prior to persisting policy flags in DirType, Fxfs only recorded WrappingKeyId on disk, so
these are the fallback flags reported in fuchsia.io/FscryptPolicy for legacy encrypted
directories and files.
TODO(https://fxbug.dev/527952709): Remove this fallback once all encrypted nodes persist their fscrypt policy flags on disk and legacy nodes without persisted flags are migrated.
