If true, VC (Virtual Channel) payload allocation is enabled.
This field is ignored by the transcoders attached to DDIs that don't
support multi-streaming. These are the DSI transcoders On Tiger Lake, and
the EDP transcoder on Kaby Lake and Skylake.
