    Returns true if stage 1 leaf descriptor |pte| permits every access in |perms|

    (IOMMU_FLAG_PERM_*) for a transaction of the given privilege, with WXN clear.

    AP[2:1]: 00 privileged read/write only; 01 read/write at both; 10 privileged

    read-only; 11 read-only at both. Unprivileged execute needs UXN == 0.

    Privileged execute needs PXN == 0, and is never permitted for memory that is

    writable by unprivileged accesses.
