Cgroups’s own freezer state as set by the cgroup.freeze file.

§effective_freezer_state: FreezerState

Considers both the cgroup’s self freezer state as set by the cgroup.freeze file and the freezer state of its ancestors. A cgroup is considered frozen if either itself or any of its ancestors is frozen.
