Fixups for the Chromebook keyboard

Chromebook keyboards have a top row of “action” keys, which are usually reported as function keys. The correct functionality would be to allow them to be used as either function or action keys, depending on whether the “search” key is being actuated alongside one of the keys.

The “Search” key in Chromebooks is used to substitute for a range of keys that are not usually present on a Chromebook keyboard. This Handler implements some of those.
