Requests that the trace engine flush its buffers immediately, even if they are not yet full. Only has effect in streaming mode.
Returns Ok(()) if the trace engine is in TRACE_STARTED or TRACE_STOPPING state.
Returns Err(zx::Status::BAD_STATE) if tracing is stopped.
