driver. special values for CLOCK_DOMAIN_MONOTONIC
(0), and
CLOCK_DOMAIN_EXTERNAL
(-1) (not locally controllable) are defined in

. Note: other than -1, clients should treat any
negative clock_domain
value as invalid.
