idempotent: Option<bool>

Whether additions or removals should be idempotent.

For example, an update to add a resource when the resource already exists will fail with an ALREADY_EXISTS error if idempotent is false, but will succeed if it is true. Likewise for removals and *_NOT_FOUND.

If not set, interpreted as false.
