Serves a file for each power entity reported over fuchsia.hardware.power.stats.Service that
[residency_file_spec] maps to one, under its platform device.
The entities are only known once a provider has started, so each device is added asynchronously
via PowerStatsManager, once a provider reports at least one entity served under it. Served
entities for a device from other providers are ignored.
