May only fail for real-time signals (with EAGAIN when RLIMIT_SIGPENDING is reached) and
always succeeds for standard signals.
Callers must not hold ThreadGroupMutableStateLock, as delivering SIGKILL or waking the
thread group acquires the target thread group’s write lock.
