Register the current thread for restartable sequences with an initial critical section.

Returns an Rseq handle for the newly registered thread.

Panics if the thread is already registered, if the maximum number of supported threads (MAX_THREADS) has been exhausted, or if setting the thread RSEQ via syscall fails.
