Verifies that SetConfigured(false) from usb-peripheral (e.g. on physical unplug or host reset)
holds its FIDL completer until CancelAll() finishes, does NOT call function_->Deconfigure()
or StartUsb(), and keeps both usb_function_binding_ and adb_binding_ alive across reconnect.
