Verifies the physical unplug race: when DWC3 cancels an active RX request with
ZX_ERR_IO_NOT_PRESENT slightly before usb-peripheral delivers SetConfigured(false),
ReceiveQueued() does not re-queue the failed request onto the disconnecting endpoint,
and if adbd calls StopAdb() before SetConfigured(false) arrives, SetConfigured(false)
coalesces cleanly without logging a warning or calling function_->Deconfigure().
