Resuming from PowerDown re-initializes the link and the device, but skips work whose result
cannot have changed across the power cycle: the persistent bRefClkFreq is only rewritten when the
device reports a different frequency, and the UniPro attributes that only feed inspect are not
re-read. The UIC power mode, which the link startup reset, is still re-applied.
