Regression test for https://fxbug.dev/520619984.
The port dispatcher is unsynchronized, so a pending SetActive task and the port teardown task can
run concurrently on different threads. If the teardown task wins, the DevicePort is destroyed
before the SetActive task runs. This test models that interleaving deterministically by driving
the port's tasks from a loop that is only run after the port has been destroyed. The pending
SetActive task must not touch the destroyed port.
