Orthogonal ownership signal bits asserted on `ownership_event`.

- User Signals 0..1 (`DISPLAY_UNOWNED`, `DISPLAY_PLATFORM_OWNED`) are controlled

exclusively by Scenic's `DisplayManager` based on hardware Display

Coordinator ownership.

- User Signal 2 (`ZX_USER_SIGNAL_2 = 0x04000000`) is reserved for future display use.

- User Signals 3..4 (`INPUT_CLIENT_OWNED`, `INPUT_PLATFORM_OWNED`) are controlled

exclusively by Scenic's `ViewTree` evaluator based on single-view +

full-screen criteria.

|InputOwnershipSignal| is flexible, hence may contain unknown members not

defined in the FIDL schema.
