class ReplaceChildren

Removes all child Transforms from a parent Transform and replaces them

with the new child transforms in `new_child_transform_ids`. The caller

must ensure that all `TransformId` values in `new_child_transform_ids`

are valid and that there are no repetitions. Sending a repeated

`TransformId` in `new_child_transform_ids` will result in session

closure.
