Registers an inline encryption key handle (`key_token` returned by

`fuchsia.hardware.inlineencryption/Device.ProgramKey`) with this session.

Returns a session-scoped `slot` token that can be passed in

`BlockFifoRequest.slot` when `BlockIoFlag.INLINE_ENCRYPTION_ENABLED` is set.

* error `ZX_ERR_ACCESS_DENIED` if `key_token` is not a valid inline encryption key token

for this block device, or if the key has been evicted.

* error `ZX_ERR_NOT_SUPPORTED` if the device does not support inline encryption.
