Returns

* `ZX_ERR_IO_NOT_PRESENT`: If device is not running, disconnected, or

inactive.

* `ZX_ERR_NOT_FOUND`: If endpoint address does not exist.

* `ZX_ERR_INVALID_ARGS`: If the configuration is invalid.
