Configures the pins to the state with the given name.

Errors:

* `ZX_ERR_NOT_FOUND`: The state with the given name is not found.

* Other errors may be returned if applying the pin configuration fails.

In case of failure, some pin configurations might have been applied,

leaving the pins in a partially configured state.
