Intentionally close to an ACPI _PRT entry. Endpoints directly on a root

complex carry IRQ_ROUTING_NO_PARENT in the port fields; for anything behind

a root port or bridge those fields hold the upstream port address. Each pin

value is a legacy interrupt vector that can be passed to

`Root.GetLegacyInterrupt`.
