Returns the MMIO configuration access mechanism for this root.

`is_extended` is true for an ECAM (4 KiB of config space per function)

and false for a legacy CAM (256 bytes per function). Returns

ZX_ERR_NOT_SUPPORTED when the root has no MMIO config space, in which

case config space is reached through the `Config` protocol.
