Creates a new key wrapped with the key identified by `wrapping_key_id`. `owner` identifies

the owner of the key and must be supplied to `UnwrapKey` along with the returned

`wrapped_key`. The `wrapping_key_id` has no meaning to Fxfs. `flags` specifies the fscrypt

policy flags (e.g. filename padding and IV/DUN derivation mode) for the encrypted directory

or file. If the key uses hardware inline encryption, `key_token` is returned so the

filesystem can register the key with its block session.
