Requests the driver bound to the node identified by |moniker| to perform a self-diagnostic

check.

|moniker| must exactly match either the node's component moniker (as reported in

`NodeInfo.moniker`) or its topological path. If no node matches, the call fails with

`NOT_FOUND`; if the matching node does not have a running driver, it fails with

`INVALID_STATE`.
