Gets the interface-local route table for this interface.

This table is only removed after the interface is removed AND all

outstanding `RouteTableV6` channels are closed.

Calling detach on the route table is a no-op.

Creates a new route table. If the client end of the `provider` is

closed, the route table is removed (unless detached).
