This could mean generating a crash report in a local crash report
database or uploading the crash report to a remote crash server
depending on the FIDL server's configuration.
Warning: this could potentially take up to several minutes. Calling
this function in a synchronous manner is not recommended.

Handler bind_handler (async_dispatcher_t * dispatcher)|bind_handler| returns a handler that binds incoming connections to this
server implementation.
The returned handler borrows the server instance.

the dispatcher is shutdown will it be safe to destroy the servers.
The server should not be moved.
