VBE_DISPI_GETCAPS

If true, reading the `DisplayHorizontalResolution`,

`DisplayVerticalResolution`, and `DisplayBitsPerPixel` registers returns

the emulator's GUI capability.

Otherwise, reading these registers returns the current values set by the

driver.

Supported by API versions 3 and above.
